Shortly after the tsunami struck American Samoa on September 29, 2009, recovery began from Hawaii where Gov. Togiola Tulafono was conducting territorial business. He contacted FEMA's Kenneth R. Tingman, who is based in Honolulu and together they guided a major disaster declaration through the White House that same day. Then they flew overnight to American Samoa with personnel and supplies to begin the task.
